It appears you're not the only one with the problem, a community manager even responded:

We're hoping to have these available later this week. When we do, we're going to be notifying players via the Cross Media Bar.



To make sure that you receive the message, you'll want to update your Notification Preferences. Inside the XMB on the PlayStation 3, go to Account Management -> Account Informatiion -> Notification Preferences.



If you do not allow our notifications, you won't get the message.
