There was a survey but it was not only the survey that contributed, there was an actual real-life meeting in Paris this year, with fans and the Namco Bandai community managers, discussing and brainstorming together for the future of Dragon Ball games. It will be done again next year, probably around the same date (February), at least that's what was confirmed on the French Namco Bandai forums. I have no idea who can go to the meeting though, could be for everyone or you have to be selected.
As for your other question, considering Naruto: Ultimate Ninja Storm 2's popularity and success last year, it's probably the former. But perhaps the fans aren't completely "to blame", I say it was Spike that went a little overboard with the QTEs.
Perhaps, but I tend to think of it like this: There aren't as many QTEs in the actual battles as I would think, you engage in a guessing game when attacking or shooting ki blasts, however when attacking from the back and while being in strike booster, you don't have to do the QTEs and generally those are the two techniques you'll try to do on higher level.
That's why I think it's not (only) the QTEs that are bad (or not completely to blame), but it's more like the shallowness of the gameplay that is bad. If you take away the QTEs, I don't think you can make it much more basic.
Of course, you could argue that the chains and finisher you do, can be considered QTEs. I personally don't, because I think a part of QTEs is that failing means negative consequences and willingly not doing the chains or finisher does not really put you in a disadvantage and is not even necessarily stupid because the opponent can teleport out of chains and sometimes it's best to avoid that.
If this doesn't make much sense to you, that's okay, because I frankly didn't put much thought in it.
I don't like it much either. I guess it's their way of stopping ki blast spammers.What about the Attack Clash that occurs when you hit the opponent enough with Ki-blasts, don't you think that is a little awkward?
See, that's the hole in my logic. Perhaps it should count. I guess I'm too used to seeing QTEs somewhere in the middle of my screen in a clear way in my games, instead of to the left of my screen.

I still don't get the whole "you watch the game instead of play it" a good amount of the fights I play involve me spamming ki blasts which do sufficient damage, the only time that I actually use clashes is when I play my Heavy-Type.
Not having control over the animations is a bit subjective because you can influence the ending animation by picking a certain direction while at the same time the animations for the pink combos are randomized a bit, but given the gameplay style, it's a necessary evil.
